A small west-coast bay with a shallow coral plateau, about 10 minutes by boat from Toyapakeh. Stay inside the bay, away from the current at its mouth.

Crystal Bay has beach entry and local vendor equipment hire when conditions suit. It is not an assumed departure point for Manta Point boats. Confirm the boat meeting point separately.
Compare Manta Point for a wildlife-focused outing and Gamat Bay for reef interest. A manta sighting is never guaranteed.
Keep the water outing separate from a full land route. Confirm sea conditions, swimming suitability, equipment, and timing before departure; skip or rearrange it when the conditions or travel schedule do not fit.

Water-day planning
Usually not on a short first trip. For most travelers, the day stays cleaner when snorkeling is treated as its own half day or full day instead of being layered onto major land sightseeing.
A snorkeling tour is usually the better choice when you want the water day but do not want to manage the boat, pickup, stop order, and timing yourself, especially on a short Penida trip.
Check transport timing, your hotel area, the season, and current conditions close to departure. A marine plan only works well when the rest of the trip still leaves it enough space.
